SEPTEMBER 29 - MMTA Annual Meeting 6:30 PM

The 2005 MMTA Annual Meeting will take place in conjunction with the Exhibitor Reception at the Boston International in Water Boat Show on Thursday evening September 29th beginning at 6:30 PM. Each boat show exhibitor receives 2 complimentary tickets: if you need more, consult your exhibitor package or contact Vernon Promotions.

MOVING BOATS TO THE BOSTON INTERNATIONAL IN WATER BOAT SHOW?
DON'T HAVE ENOUGH DEALER PLATES?

Permission may be obtained to "caravan" a fleet of dealer vessels under the authority of a lead vessel displaying current MA Dealer Registration Plates.

To obtain permission, a form must be completed and sent to Capt George Agganis at the MA Environmental Police HQ. Following review and approval, notice will be return via facsimile to the dealer. Each and every vessel in the caravan must carry a copy of the Approved Notice on board at all times for the duration of the show.

URGENT: KATRINA EMPLOYMENT ASSISTANCE, TEMPORARY OR PERMANENT

In the months to come, MMTA volunteers will be working in a variety of ways to help people affected by Hurricane Katrina. The hurricane has displaced so many employees and business owners in the marine trades that a group of MMTA volunteers is forming to concentrate immediate support on finding marine employment for those who want it here in Massachusetts.

PLUGGING HOLES IN MEPA: FROM THE DESK OF…..JAMY BUCHANAN MADEJA, ESQ., BUCHANAN & ASSOCIATES, MMTA GOVERNMENT RELATIONS AND LEGAL COUNSEL

Projects requiring state permits or funds must submit Environmental Notification Forms (ENF) to the Massachusetts Environmental Policy Act (MEPA) office, describing the environmental impacts, if the project surpasses certain regulatory thresholds. Sounds straightforward. It isn't, if the relevant review threshold is unclear.

The threshold which most applies to "Chapter 91" licenses says that an ENF must be filed if the project involves a solid fill structure which occupies flowed tidelands or waterways, or 2,000 or more square feet base area of a non-seasonal pile-supported or bottom-anchored structure. So, what is "base area"? Does one include the decking over water or just the pilings in the water? And how far landward should one measure to?

The MEPA head honcho and the Department of Environmental Protection's (DEP) Chapter 91 Legal Eagle now agree that "base area" includes not only the piles themselves but any structure which the piles support, and that one should measure to the Mean High Water Mark. For instance, consider a pile-supported pier that was designed to be 20' wide x 100' long to the Mean High Water Mark, with another 10' from the MHWM to a building entrance. Shorten the pier by 1' seaward of the MHWM and this MEPA threshold is not triggered. Do check for any other possible MEPA thresholds, such as for altering coastal bank or salt marsh, but that one's clear sailing. MASSACHUSETTS MARINE TRADES CONFERENCE RESCHEDULED TO JANUARY 2006


It is crystal clear from the Membership Surveys that have been returned so far that the overwhelming majority of members prefer that a Statewide Marine Trades Conference be held during a January-March timeframe. In response to your request, the NOV 15 conference has been rescheduled to take place in mid January 2006. More details will be announced. Conference committee members include, Captain Lou Gainor, Tina Marie Giambro, Nathalie Grady, Dave Kaiser and Ed Lofgren.

NOMINATING MEETING RECEPTION HOSTS SPECIAL GUEST REP. GARRETT BRADLEY

On Thursday evening, September 8th over 80 MMTA members from 36 members firms from across the state attended the 2005 Nominating Meetings and Reception at the Cohasset Light keeper's Residence overlooking Cohasset Harbor.

Dinner and the Nominating meeting were preceded by remarks by Massachusetts Representative Garrett Bradley representing the citizens of Hingham, Hull, Cohasset and Scituate. Following introductions 1st Vice President Kurt Saunders presided over the Nominating meeting agenda which included the 2005 Nominating Committee Report delivered by 2nd Vice President Jack Kent III and a Membership report by Secretary Niven Damon.

INAUGURAL 2005 BOSTON HARBOR ISLANDS REGATTA OCTOBER 1 2005

Late September and early October promise to be busy ones on Boston Harbor. With the Boston International In Water Boat Show at the World Trade Center SEP 29 to OCT 2 and the first Boston Harbor Islands Regatta scheduled for Saturday, October 1st.

2005 Boston Harbor Islands Regatta is a pursuit race with boats handicapped at the start (1st boat to finish wins). The figure-eight course around islands is unique among yachting events.

The entire race course is visible by spectators from Georges Island, with a close-up view at the start, half-way round and at the finish. Georges Island is an easy ferry ride from Boston's Long Wharf and other Mass Bay points. All of this and a glorious backdrop of the city skyline and Boston Light, the oldest lighthouse station in America.

LANDING SCHOOL LAUNCHES CENTER AVAILABLE AT YOUR LOCATION

The Landing School's new Center for Continuing Education will offer its first course designed to meet the marine industry's demand for employee technical training in marine systems on September 26th. The Center for Continuing Education will feature short courses conducted at customer sites, rather than the traditional 10-month residence courses offered at the School's Maine campus.

The Center's first course offering targets marine technicians interested in gaining experience with the Direct Current (DC) Electrical Systems installed on boats, commercial vessels, and yachts. It is designed for entry- and intermediate-level technicians, and combines both theoretical and practical elements. The course is a foundation for additional course work leading up to an American Boat and Yacht Council (ABYC) certification exam preparation course. Students that successfully complete this course will receive a Certificate of Completion and 3.2 Continuing Education Units (CEUs) from The Landing School.
