Environmental & Regulatory Update

The Massachusetts Marine Trades Educational Trust received a generous grant from the BoatUS Foundation to create, publish and distribute an educational brochure on Clean Marine Fueling Practices. MMTA members are encouraged to download and reproduce this brochure for your marina customers and new boat owners.

Designed for boaters and marine industry employees alike, this six page brochure includes a Preventative Checklist for Boaters, Special instructions for Personal Watercraft users, Steps to take Prior to and After Fueling, Tips on how to handle portable fuel tanks and safely approach and arrive at a fuel dock, guidelines on handling the transportation of Hazardous Waste Liquids, Spills-Prevention, Containment, Removal and Disposal. Compliments go to brochure author MMTA Director Tina Marie Giambro of Port O Call Television series and brochure layout designer, The Allen Roche Group.



2005 Clean Marine Engine Initiative
Massachusetts Partners Summary Report


Pursuant to the 2002 Memorandum of Understanding that outlines the reporting requirements of the New England's Clean Marine Engine Initiative, MMTA has recently completed its summary Calendar Year 2005 report to EPA Region 1 on behalf of the Massachusetts Partners of the outboard (OB) and Personal Water Craft (PWC) engine sales for the 2005 calendar year.

The 24 marine retailer partners reporting were geographically representative from all corners of the Commonwealth including the North and South Shores, Metro Boston, Western and Central as well as Cape Cod, the Islands and the South Coastal areas. Collectively these retailers were responsible for a total of 1,665 OB and PWC engine unit sales for CY05. Of these all units sold, 1,419 (85.23%) were low emission clean engines.

Because marine outboard and personal watercraft engine manufacturers do not offer a wide variety of low emission engines in the smaller (<25HP) range the partners have fewer opportunities to stock and sell low emission engines in the smaller HP range. For the CY 2005, the MA MTA surveyed the actual horsepower of the non low emission engines that were sold and, specifically, how many were under 25HP.

Answers demonstrated that of the 246 non low emission units sold, over 60.16% (148 units) of these were 25 HP or less. More important, however, is that of over 25 HP units sold 94.1% of these units were low emission, clean marine engines. In total, 1,567 OB and PWC engines were sold with HP over 25 and less than 6% of the over 25HP engines sold were non low emission. The survey of 2005 sales clearly indicates that where MA engine retailers had ready access to low emission marine engines to sell, they were stalwart marketers of clean marine engine technology.

Regional Environmental Marina Meeting


On March 30th MMTA member representatives Greg Glavin, Wayne Kurker, Charlie Swain, Paul Richard and Leona Roach participated in the Regional Environmental Marina Meeting at the EPA New England Laboratory in Chelmsford, Massachusetts. In addition to leadership from the New England area Marine Trade Associations, speakers and guests included representatives from the Departments of Environmental Protection, Coastal Zone Management and EPA's Region 1 including Regional EPA Administrator Robert Varney, EPA's Larry Wells and CZM's Robin Lacey.

The Agenda was full and, unfortunately, included limited time for questions and answers. Topics included Assistance and Program Activity for Marinas, Overview of Recent Marina Inspections, National Pollutant Discharge Elimination System Regulation including Identifying Pressure Washing Solutions for Marinas and Addressing of Boat Paint Material Issues. MMTA joins its fellow MTA's in hoping that this meeting will be the first of many to address the unique challenges facing marinas and boatyards in New England. MMTA will keep you updated on the outcome of this and future meetings.

NEW PUBLICATION & CD ROM!
Brightwork: A Best Management Practices Manual for Maine Boatyards and Marinas

Maine boatyards and marinas are well served by this brand new publication that was several years in the making. Massachusetts marina and boatyard operators would do well to review this publication (available for free on CD ROM) as it features the latest information available for the New England area. While some Maine regulations may or may not overlap precisely with MA regulations, following the Brightwork BMPs will lead to compliance with federal EPA standards. Caution: Similar to the MA Clean Marina Guide, the section on Pressure Wash water Treatment is incomplete, although updates are expected soon.

The Brightwork BMP Manual is designed to help marina and boatyard operators reduce pollution from your facility by providing:
  • A clear benchmark for environmental compliance.
  • A number of common sense practices that enable you to meet the benchmark.

There are currently seven NDAs in Massachusetts: all of Buzzards Bay, Waquoit Bay in Falmouth, the Coastal Waters of Harwich, Three Bays/Centerville Harbor in Barnstable, Stage Harbor in Chatham, Wellfleet Harbor, and the Coastal Waters of Nantucket from Muskeget Island to Great Point, including Nantucket Harbor.



2006 Boaters' Guide to Tides and Pumpout Facilities

The 2006 Boaters' Guide to Tides and Pumpout Facilities is now available. The wallet-sized pamphlet, printed on waterproof paper, contains information on the locations of pumpout facilities along the Massachusetts coastline and a June-September tide chart. Marinas, yacht clubs, and boatyards provide critical services to the boating public - maintaining, mooring, fueling, storing, and launching vessels of all kinds. While modern facilities and efficient service are essential, clean water is a key attribute of successful boating-based businesses, drawing boaters to the coast and keeping them coming back year after year. The Massachusetts Clean Marina Guide is designed as a reference for owners and operators of marine boating facilities, collectively referred to throughout this document as "marinas." It provides information on cost-effective strategies and practices aimed at reducing marina and boating impacts on the coastal environment. Coastal Nonpoint Source Pollution Program Grants

CZM anticipates that funding for projects that improve coastal water quality will be made available through two grant programs during Fiscal Year 2007 (July 2006 through June 2007). The Coastal Pollutant Remediation (CPR) grant program funds municipal projects that reduce or eliminate pollution caused by stormwater runoff from paved roadways and waste discharge from boats.

The Coastal Nonpoint Source Pollution (Coastal NPS) grant program funds a wider array of NPS management efforts, including watershed-scale NPS assessments, education and outreach, development of local planning tools, and efforts to eliminate or manage pollution from septic systems and marinas. While funding is not assured at this time, CZM encourages applicants to begin thinking about potential projects now. Until the RFR is posted, CZM staff are available to provide assistance to potential applicants in developing projects that fit program goals and priorities. NOAA Marine Debris Program

The NOAA Marine Debris Program provides competitive grants to finance creative and innovative proposals that seek to work with marinas, ports, and the fishing industry to significantly reduce the occurrence of debris in these areas. In addition, the program is accepting research proposals that address the biological, social, or economic impact of marine debris on species, habitat, and coastal businesses.
