At the May 9 MMTA Board of Directors meeting two firms were unanimously approved for membership in the Association. Thank you to Onset Bay Marina and Marine Consulting Services for sponsoring these new members. The final Board meeting of the season at which new member applications will be considered is June 5th. If you know of a firm that you have been meaning to invite to join do so now! Following the June Board meeting, the next consideration of new member applications will be in the Fall of 2006.

PUBLIC ACCESS BOARD GETS NEW NAME: OFFICE OF FISHING & BOATING ACCESS
Tired or people calling in the middle of the night asking to unlock the doors to public buildings, the former Public Access Board, the workhorse state agency that maintains access for boaters, recently got a new name: The Office of Fishing and Boating Access (FBA) that more accurately reflects its mission. (We hope the midnight calls for forgotten keys will cease!)
The Commonwealth's Office of Fishing and Boating Access (FBA) and its programs are the responsibility of the Department's Director of Fishing and Boating Access, John P. Sheppard, and the Public Access Board. The FBA provides boat and canoe access sites at more than 250 locations on coastal waters, great ponds and rivers throughout Massachusetts. At the FBA website you can also order Public Access to the Waters of Massachusetts a full-color publication that includes 90 individual site maps and descriptions of more than 200 access points to state waterways. The 150-page guide also includes information about sportfishing piers, fishing in fresh and marine waters, boating law, rights of access, and information about boating and fishing programs in the Department of Fish and Game.

Coast Guard Requests Authority to Require 'Proof of Proficiency'

If approved, the provision could lead to mandatory licensing for boaters nationwide.
WASHINGTON D.C. (LNS) - The Coast Guard has asked Congress for authority to establish a "proof of proficiency" requirement for recreational boaters - which, officials conceded, could lead to mandatory nationwide licensing for recreational boat operators. A legislative change proposal, which was submitted by the Coast Guard's Office of Boating Safety, would amend Section 4302(a) of Title 46, United States Code, which gives the Secretary of Transportation authority to prescribe regulations, by adding subsection (4) which would read (The Secretary may prescribe regulations) "establishing minimum requirements for recreational vessel operator proficiency."
