SENATOR MICHAEL MORRISSEY ADDRESSES MMTA MEMBERSHIP

Over 100 MMTA members and guests enjoyed the MMTA General Meeting and member social held at Skyline at Marina Bay on September 6th. Many thanks are due to Marina Bay and Oil Trap Environmental who hosted a pressure wash water recovery demonstration at 5:30 which was followed by the "official" meeting and remarks by Massachusetts Senator Michael Morrissey, MMTA's 2007 Legislator of the Year.
   
MMTA members and special guests were welcomed by officers, directors and staff while enjoying passed appetizers, complimentary libations and the guitar of Cape Cod's Greg Paul.  At 6:50 PM MMTA President Kurt Saunders convened the official business meeting of the association during which the report of the Nominating Committee was highlighted. 

Nominating Committee chairman Niven Damon of Atlantic Marketing gratefully acknowledged the work of the 2007 Nominating Committee which included:  Chuck Allen of A to Z Boatworks, Kevin Burke of Action Marine, Toby Burr of Burr Brothers, Craig LeBlanc of Allen Harbor Marine Service and Ridge White of Robert White Instruments.  After reciting the committee's proposed slate and soliciting additional nominations from the floor, the 2007 Nominating Committee was concluded as follows:

President Saunders then introduced Jamy Buchanan Madeja, MMTA Government Relations & Legal Counsel, who introduced the evening's special guest, MMTA's 2007 Legislator of the Year Massachusetts Senator Michael Morrissey

As a multiple boat owner, brother of a harbormaster, father of a marina employee and a lifelong boater, Senator Morrissey's remarks were distinguished by his clear and comprehensive understanding of complex marine industry issues.  Addressing the subjects of maintenance dredging, abandoned vessel legislation, moorings administration and empathy for the expense and burdens of marine industry environmental compliance, Senator Morrissey demonstrated his leadership and profound knowledge of the issues that affect the marine industry in Massachusetts.

ABANDONED VESSEL LEGISLATION NOW KNOWN AS HB 4188

Filed at the beginning of the legislative session as House Bill 3781, Sponsored By Rep. Antjony Verga and known as An Act Relative To Abandoned Vessels was amended by House Ways & Means on September 18th, which required that a new draft be submitted and a new House Bill number be assigned. Following submission of the new draft, House Bill 4188 was immediately ordered to a Third Reading (good news).

News From NMMA On Recreational Boating Act Senate Companion Bill

Folks,
Just a quick note to let you know that Republican Sen. Mel Martinez of Florida has introduced companion legislation to H.R. 2550. His bill, S. 2067, the Recreational Boating Act of 2007, is identical to the House bill and currently has six Republican co-sponsors:

Richard Burr (R-NC), Trent Lott (R-MS), Elizabeth Dole (R-NC), Jim Bunning (R-KY), Johnny Isakson (R-GA), John Cornyn (R-TX)

NMMA supports this legislation and will be issuing a press release shortly. The challenge now will be to recruit Democratic support for this legislation. As always, don't hesitate to get in touch with questions/concerns. Thanks for your continued interest and involvement in this issue.

SEEKING SCHOLARSHIP APPLICANTS

The Marine Retailers Association of America Education Foundation is once again offering a matching scholarship and grant program to in partnership with marine trade associations.  To apply, complete the application and forward to erl@3amarine.com.  MMTA's education committee will select an application to endorse and submit to MRAA for consideration.  Awards will be announced at MRAA's November meeting in Las Vegas. 

KEVIN LODDER SCHOLARSHIP: DEADLINE SEPTEMBER 28, 2007
The MRAA Educational Foundation is presenting four awards for recipients to attend a one week Spader Total Management Workshop. The recipients will arrange directly with the Spader Companies to select a convenient date to attend the workshop. Applicants are State, Regional and Local MTA's.  The applying MTA will nominate one of their membership for consideration for the Kevin Lodder Scholarship. The MTA must be a MRAA member in good standing. The nominee must be a MRAA member in good standing. The nominee cannot be currently active in a 20 Group.  Applications received by MMTA will be reviewed and must be submitted to MRAA no later than October 1, 2007.

TECHNICAL TRAINING AWARDS: DEADLINE OCTOBER 12, 2007
The MRAA Educational Foundation is presenting three $1,500 awards to three state, regional or local marine trade associations to further technical training for the personnel at the dealerships. The applying state association must match the $1,500 to make the total of the award at least $3,000. The state, regional, or local marine trades association must be a MRAA member in good standing. The applying MTA should present to MRAA an outline of the qualifications that they will utilize to determine the recipient of the award. Once grants/scholarships are award by the MTA the names of the recipients must be forwarded to the MRAA Foundation. Applications received by MMTA will be reviewed and must be submitted to MRAA no later than October 15, 2007. The announcement of the three marine trade associations receiving the awards will be announced at the MRAA convention luncheon on Wednesday, November 28, 2007 at the Rio All-Suite Hotel & Casino, Las Vegas, Nevada.

REASONS TO SUPPORT CONTINUATION OF LORAN-C

Below is an article reprinted from the Fall 2007 Issue of the Lookout, the voice of the National Boating Federation.  The letter below was submitted on August 29, 2007 to the US Department of Transportation in Washington DC during the public comment period on Docket ID No. USCG 2007-28460.
 
The National Boating Federation (NBF) is an alliance of boating organizations nationwide, comprising just over two million members. We are an all volunteer 501 C3 non-profit corporation, free to represent our members independent of any commercial considerations. We support boating education, boating safety and the well being of our waterways and their best use.

NBF fully supports the continuation of LORAN-C service as a backup for and complement to GPS. We see navigational aids as a key safety component on our vessels and, like all critical components, they require backup. We do not want to undertake a harbor entrance approach in low visibility and suddenly lose our principal navigational aid and have no backup. Given the vulnerabilities of the satellite navigations systems, the proven and reliable terrestrial LORAN-C system provides the backup capability we need.

The case for backup is made by the proven vulnerability of GPS to signal loss, either unintentional or intentional. Unintentional can be from atmospheric conditions, signal blockage from a variety of causes and solar flares. A solar event on December 6 generated the Washington Post headline "Blast of Radio Waves Larger than Thought Possible Caused GPS Disruptions."  The ability to intentionally block a GPS signal was amply demonstrated recently when the Chinese "painted" some of our satellites by directing a powerful laser beam at them. The Chinese also destroyed one of its own aging satellites using a ground-based missile. Jamming devices were also used, albeit with limited success, at the outset of the conflict in Iraq.

Based on the fact that our transportation infrastructure, many key weapons systems and in some respects our national security, is dependent upon satellite navigation systems and thus needs to have backup. It remains clear that LORAN-C is the most obvious system to meet most of these requirements.
 
Finally, we would urge you to make a decision and that it be final. The Government indecision has been a disincentive to industry. Production of an integrated Loran/GPS receiver is very much needed. With no final decision on LORAN continuation, this will not happen.

PRESSURE WASHING IN A NUT SHELL BY CT-MTA'S GRANT WESTERSON

In an effort to keep Pressure Wash Water Recovery Compliance in the forefront of our member activities, below is a reprint from the September 2007 Connecticut Marine Trades Association newsletter by Executive Director Grant Westerson.  Grant does a marvelous job summing up the pressure wash water issues possible solutions. 

"It's really simple, not cheap to repair, but it is simple to understand.

You may not pressure wash the bottom of a boat and let the runoff go back into a basin, watercourse or onto the ground. The DEP and the US EPA have determined that, however clean the water is, it may not be discharged to the ground.  [Those who are discharging to the ground] must perhaps build a pad to catch the water and runoff and pump it into a container. From there the choices are run it through a filtration system and reuse it and/or discharge it into a sewer system, if you have the proper permits. Or, you can have a collection and recycling vendor pick up the used wash water and dispose of it legally. In many cases the latter choice may be the most cost effective to the tune of 25-50 cents per gallon. Quick figuring shows disposal may add a dollar/foot to your pressure washing costs. There are a number of salesmen out there hyping their system as the only one to purchase so you need to be sure that the end product will meet the standards that the DEP has set for disposal. You really need to see any system in operation before purchasing and also understand the true costs of maintenance and operation."

FRESH INSPIRATION FOR OCEAN CONSERVATION: THE BLUE OCEAN INSTITUTE

As reported recently in TradeOnlyToday many segments of the recreational marine industry have lent support to the Blue Ocean Institute.  Embracing a unique approach to increasing ocean literacy, their efforts combine public outreach, sea stories, a Sea Ethic, information on sustainable fishing stocks and even a gift shop! 

The ocean displays to us a dismissive, inscrutable exterior, all motion and mood, all mask and disguise, seemingly rolling on as always, its face silent about substance, its countenance mute on content, the extent of its wrinkles never varying over time.  But don't underestimate her.  Ninety-nine percent of Life's habitable volume is in the seas, and planet Earth would likely bear abundant and complex life if no emergent land existed.  But without an ocean, this planet would merely spin unnamed three orbits from a star, its browned-out face as its own sterile moonscape.  How do we begin to acknowledge a debt of such magnitude?"

Preamble To Massachusetts Marine Trades Association By Laws c. 1964

The Purpose For The Formulation Of The Massachusetts Marine Trades Association Is To Establish An Organization Of Dedicated Men And Women Who Are Employed In The Marine Industry With The Concept That This Organization Will Provide The Framework For Furthering The Interests Of The Marine Trades And The Boating Public Through The Promotion Of Boating, Participation In Legislation And Professional Improvement Programs.  It Is Further Hoped That The Association Will Be The Focal Point For Exchange Of Ideas Concerning Marine Matters And That A High Standard Of Professional And Ethical Conduct Will Be Adhered To By The Membership.
