  • High Interest Vessels (HIVs) in Boston

Over 100 interested parties representing yacht clubs, lobstermen, fishing groups, divers and MMTA attended a meeting at the Black Falcon Terminal held by the Coast Guard looking for public comments on their proposed permanent regulations governing High Interest Vessels (HIVs) using Boston Harbor. The concern by the MMTA is that these regulations will affect recreational boating in the harbor. The intention is to now make permanent the temporary regulations in effect since 9/11.These HIV's are designated by the Captain of the Port and a safety and security zone is established for them when in transit or at anchor. The co-called “bubble” will be 1000 yards ahead or astern of the vessel and 200 yards on each side. The zone will be protected by the Coast Guard, Environmental Police, and other law enforcement agencies. The Black Falcon terminal and watershed would be essentially off-limits to recreational boating. The Coast Guard is looking into ways to allow lobstermen moored inside this area to operate.

Conservatively, the number of HIVs using the harbor in the past year was reported to be 17 LNGs, 95 Cruise ships, and 24 to 115 others who might be designated such. A brochure is being developed to publicize the regulations.

A similar meeting was held in Hingham where the major concern is the Fore River Channel that could be closed when tankers are going to the Quincy docks. The Coast Guard felt this would not be a problem as the vessels would be inspected prior to entering.
