After concluding it’s Formal Session (2001 & 2002) on Aug. 1, the legislature periodically now remains in informal session which ends Jan. 1, 2003. The last day for filing legislation for the new session will be Dec. 4, 2002. Some of the bills being closely watched by John Spillane, Legislative counsel for MMTA, are:
- S.103 - “Lemon Law” in study as S.1954, opposed by MMTA
- S.1090 - Marina Bay area dredging - in study H.4525
- H.5019 - new regulations for PWCs could be set by local towns. MMTA opposed. Members asked to write their state senator immediately. Numerous bills relating to the collection of the boat excise tax as originally defined by MMTA in 1970. MMTA opposed to changes in M.G.L. c.60B.
- S.1549 and redrafted in H.4102; “land swap” for Hingham Ship Yard (Sea Chain LLC) approved and signed into law.
- H.4715 concerning abandoned vessels. While it generally applies to vessels in water, it may apply to other locations. Owner has 30 days after notice to remove such vessels; claimant or lien holder may acquire title. After a favorable report by the Comm. on Natural Resources, passed on to the House Ways and Means Comm.
