ABANDONED VESSELS
MMTA was represented at a hearing before the Joint Committee on Natural Resources and Agriculture on June 26th on House Bill #3196. While we supported the bill, we suggested some changes to further strengthen it. Vessels with a lien on them are excluded form the definition of “abandoned vessel”. Furthermore the definition of ‘claimant” needs to be expanded to specifically include any owner or entity with operational control over the property on which the abandoned vessel is located. A strict reading of this bill might indicate only the commonwealth or its political subdivisions would be the claimant.
We have not heard what action the Committee took on this bill.
